Do you provide online platforms, hosting, or communications services to users in the EU?
Two EU frameworks place statutory representation duties on non-EU online services. The Terrorist Content Online Removal Regulation (TCOR) has been operative since 7 June 2022. The e-Evidence Directive becomes operative from 18 August 2026. Both share a defining characteristic: your legal representative is the formal addressee of orders that operate to extremely tight statutory clocks — and non-compliance carries serious enforcement consequences.
Lionheart's content and online safety service is built around that operational reality. Our intake, logging and escalation procedures are designed and tested for live orders — not retrofitted onto a general-purpose privacy mailbox.

What sets our service apart
Established in Ireland
Both mandates are held through Lionheart Squared (Europe) Limited, our Dublin entity. Ireland's establishment determines your competent authority — An Garda Síochána's Special Detective Unit for TCOR; the Criminal Justice International Cooperation Office for e-Evidence.
Built around hard statutory clocks
TCOR imposes a one-hour removal window. The e-Evidence framework imposes ten days standard, reduced to eight hours for emergency production orders. Service levels are agreed in writing at contract signature and tested at onboarding.

The e-Evidence framework imposes joint and several liability on the legal representative. We accept this exposure deliberately — and explain exactly what that means for the service before any mandate is signed.

TCOR Legal Representative
Operative Article 17, EU Regulation 2021/784. For non-EU hosting service providers whose services can be used to disseminate information to the public in the EU.
e-Evidence Legal Representative
From 18 Aug 2026 Article 3(1)(b), Directive (EU) 2023/1544. For non-EU electronic communications, information society and online platform service providers with a substantial connection to EU Member States.
